 <description>&lt;p&gt;W. Steven Barnett is a professor of Education Economics and Public Policy and director of the National Institute for Early Education Research (NIEER) at Rutgers University. His research are early education and child care policy, the educational opportunities and experiences of young children in low-income, urban areas, the effects of preschool programs on children&#039;s learning and development, and benefit-cost analysis of preschool programs and their long-term effects. Barnett earned his Ph.D. in economics at the University of Michigan.&lt;/p&gt;

 <title>Camilli, Gregory</title>

 <description>&lt;p&gt;Gregory Camilli is the co-director for research methods at the National Institute for Early Education Research (NIEER), a professor in the Department of Educational Psychology, and the former chair of the Department of Educational Psychology at the Rutgers Graduate School of Education. His research interests include the effects of educational programs including Head Start and psychometric issues in educational policy, meta-analysis, and differential item functioning. He received his Ph.D. from the University of Colorado.&lt;/p&gt;
