A proposal to change Virginia's special education rules is drawing fire from parents of children with disabilities. The proposal would allow schools to suspend some special services provided for children unless parents object, reduce the number of progress reports parents receive on a students' individualized education plans (IEP) and allow schools to refuse parental requests for more than one IEP meeting a year. The proposal is intended to provide school districts with greater discretion regarding how to spend their special education budgets.
