Four years ago, Denver Mayor John Hickenlooper promised all students at low-performing Cole Middle School that their in-state college tuition would be paid for by the city, as long as they achieved the academic standards for admission.  As the first class of students is about to graduate high school, the mayor has clarified that illegal immigrants will need to make up the difference between the in-state funding provided by the city and the out-of-state tuition required for non-residents. Students without documentation have been counseled toward other available scholarships.
